What is the Independent Living Program?
Idaho’s Independent Living Program assists youth ages 15 to 21 in developing the skills necessary to successfully transition from foster care to independent living. Youth who have been in care for 90 cumulative days after their 15th birthday are eligible for Independent Living services. Through the Chafee Foster Care Independence Program, the Independent Living Program accomplishes the following:

Helps youth transition to self-sufficiency

Helps youth receive the education, training, and services necessary to obtain employment

Helps youth prepare for and enter post-secondary training and educational institutions

Provides personal and emotional support to youth aging out of foster care, through mentors and the promotion of interactions with dedicated adults

Provides financial assistance, housing, counseling, employment, education, and other appropriate support and services to former foster care recipients between 18 and 21 years of age. This is designed to complement their own efforts to achieve self-sufficiency, and to assure that program participants recognize and accept their personal responsibility for preparing for and making the transition into adulthood

Makes available vouchers for education and training, including postsecondary education, to youth who have aged out of foster care

Provides services to youth who, after attaining 16 years of age, have left foster care for kinship guardianship or adoption
What is an Education and Training Voucher (ETV)?
The ETV Program allows Idaho youth to make a smoother transition to self-sufficiency and independence by providing funding to help them receive education, training, and services not covered by another funding source.
