Long Term Care (LTC)

The Bureau of Long Term Care (BLTC) works with multiple provider types that assist participants with maintaining independence in their home through authorized services.  Periodic Quality Assurance Reviews ensure that participants are receiving safe and high quality care and services.

These web pages offer information on overviews, processes, regulatory requirements, department training's, forms and links to valuable resources.  The information provided serves as means of communication and it is focused on the agency/facility.

BLTC has oversight of the following services and programs:


State Plan Personal Care Services (PCS):

  • Include personal Care Services (grooming, bathing, toileting, dressing, food and nutrition, and incidental housekeeping)

Aged and Disabled Waiver Services (A&D):

  • Include Adult Day Health, Adult Residential Care, Specialized Medical Equipment and Supplies, Non-Medical Transportation, Attendant Care, Chore Services, Companion Services, Consultation, Home Delivered Meals, Homemaker Services, Environmental Accessibility Adaptations, Personal Emergency Response System, Respite Care, Skilled Nursing, Supported Employment, Habilitation.

News and Improvements

  • Beginning second (2nd) quarter of 2018 the Residential Assisted Living Facility (RALF) Providers will be receiving Quality Assurance Survey data on a quarterly basis.  Providers should be prepared to review the data and immediately re-mediate all deficiencies.

  • Beginning January 1, 2018, the Bureau of Long Term Care (BLTC) will no longer require that Service Plans developed by Personal Assistance Agencies (PAAs) be signed by an agency Registered Nurse.  It is currently required that a professional with clinical oversight complete the Service Plan and we will continue to provide technical assistance to ensure that Service Plans are compliant during our Provider Audits. Please note that Certified Family Home Providers are still required to submit Service Plans to the BLTC Nurse Reviewer for approval and signature. 

  • For 2018, the BLTC Quality Assurance team will be focusing on meaningful RN oversight of all Aged and Disabled (A&D) Waiver services and Personal Care Services (PCS) delivered by PAAs in the following areas:
    * Oversight of participant Progress Notes
    * Regular reviews of the participant Service Plan
    * Management of the Significant Change process*Note: the Significant Change process must have oversight by the agency RN and the BLTC document requires an RN signature 

  • Beginning January 1, 2018 all daily rate authorizations (S5140) will be authorized on a monthly basis.  This enhancement affects Residential Assisted Living Facilities and Certified Family Home providers.
