Proposed Rule Change on Foster Youth Driving

A change to Child and Family Services administrative rules will be considered by the Idaho legislature in the upcoming session which begins January 2015.


These proposed rule changes will allow the Department to cover the costs of driver’s training, permit, and license for an eligible foster child, as well as reimburse foster parents for the cost of car insurance for the foster child.


It is anticipated these rule changes will: 1. Improve the Department’s chances of recruiting and retaining foster parents; 2. Increase the number of placement options for older youth; and 3. Encourage life skills and normalization of eligible children in foster care.
