Idaho Behavioral Health Plan (IBHP) Implementation
Effective September 1, 2013, Medicaid-reimbursed outpatient behavioral health services are under the administration of Optum Idaho. These services known as the Idaho Behavioral Health Plan (IBHP) will be delivered by Optum Idaho network providers. Current providers of mental health and substance use disorder services who wish to continue providing Medicaid-reimbursed behavioral health services (formerly referred to as mental health and substance use disorder services) will be allowed to continue to provide these services to their existing Medicaid participants for up to 60 days after the beginning of the September 1, 2013, start date. This transition period will provide Optum the necessary time to complete provider enrollment and will provide for a smoother transition for members who may have to choose a new provider. Optum processes behavioral health claims for dates of service on and after September 1, 2013.
The IBHP provides benefits for medically necessary mental health, substance use disorder, and case management services for children with serious emotional disturbance and adults with serious mental illness or serious and persistent mental illness as well as any adults or children who manifest symptoms indicative of behavioral health issues.
Medicaid sent a letter on July 1, 2013, to all IBHP eligible members (all Medicaid participants in the Basic and Enhanced benefit plans) to inform them of this new behavioral health program as well as the three new services being offered by Optum:
- Peer support services
- Family support services
- Community transition support services (available later on)
Members who meet medical necessity for outpatient behavioral health services may also be able to receive these services. Optum has recently distributed an Idaho Behavioral Health Plan handbook to eligible plan members. This handbook is also available on the Optum Idaho website at www.OptumIdaho.com
Optum scheduled five Provider Forums in August. Optum mailed invitations to all mental health and substance use disorder providers, regardless of whether they are enrolled with Optum or not.
