The Idaho EMS Physician Commission is the organization responsible for establishing the EMS Clinical Standards, the EMS Scope of Practice, medical protocols, personnel responsibilities and duties, medical supervision of licensed EMS personnel, air medical services, ambulance services, and non-transport services that are licensed by the State of Idaho.
In April 2006, House Bill 858 was signed into law creating the Emergency Medical Services Physician Commission to regulate the scope of practice for Idaho licensed EMS personnel and to develop requirements for EMS Medical Directors that provide services to local EMS agencies statewide. This law also designated the EMSPC as an independent Rule Making Authority. The EMSPC has a dedicated budget, and it receives administrative support from the Bureau of EMS and Preparedness. This law went into effect on July 1, 2006.
In August 2006, the EMSPC held its first meeting with the representatives from nine EMS stakeholder organizations and two citizen representatives.
EMSPC’s vision is to facilitate an optimal EMS system in Idaho, guided by evidence-based scopes of practice, dynamic medical direction, and judicious conflict resolution.
The EMSPC is composed of representatives from the following organizations:
- American Academy of Pediatrics
- American College of Emergency Physicians
- American College of Surgeons Committee on Trauma
- Idaho Association of Counties
- Idaho Bureau of EMS and Preparedness
- Idaho Fire Chief's Association
- Idaho Hospital Association
- Idaho Medical Association
- Idaho State Board of Medicine
- Two Citizen Representatives
EMS Physician Commission’s official meetings are open to the public (except when in closed session), and anyone who practices, serves with, or has interest in EMS in Idaho is encouraged to attend.
