Idaho Child Care Program 360 Review
The Department of Health and Welfare is conducting a 360 review of all 775 childcare providers participating in the program. Roughly half of the ICCP providers will be visited in person, and all 775 providers will be subjected to an off-site review process. Twelve full-time staff are working to identify any ICCP providers out of compliance with IDAPA 16.06.12, 16.05.07, other federal or state ICCP program guidelines, and/or ICCP provider agreements. Providers who are not in compliance will be investigated further. Violations may result in corrective action, payment suspension, program termination, and referral for prosecution when appropriate.
These reviews are part of DHW’s broader commitment to program integrity, accountability, and ensuring taxpayer dollars are used appropriately while children are served safely.
ICCP 360 Review Progress
On-Site Review Process
On-site reviews are unannounced. ICCP asks for three months of documentation from 2025. Documentation includes:
- Attendance records
- Sign in/out records with parent/guardian signatures
- Receipt of copays from parent/guardians
- Policies and procedures
- Billing records
ICCP staff also visually inspect the site to make sure the documentation matches the children and families being served. Staff review the documentation and note exceptions and findings, which are communicated to the provider.
Off-Site Review Process
ICCP staff send a letter via email and through the mail to the provider requesting three months of documentation from 2025, same as during an on-site review. Providers have ten business days from the date of the email and postmark to respond. Staff review the documentation and note exceptions and findings, which are communicated to the provider.
