The Idaho Telephone Service Assistance Program (ITSAP) is a community assistance program that helps improve living conditions for low-income households and encourages self-reliance. Telephone assistance helps eligible low-income families pay for basic telephone service installation costs or monthly costs for basic residential phone service.

ITSAP provides families with:
- Monthly discount for their telephone services
- Benefits for their landline or one family member’s cell phone
- May also qualify for the Lifeline program which offers additional discounts
