Mission
The Wraparound CoE demonstrates expertise in care coordination best practices through coaching, training, technical assistance, collaborative partnerships, and ensuring culturally and linguistically responsive relationships.
The Idaho Wraparound Intensive Service (IWInS) Competency Center provides coaching, training, fidelity monitoring, quality management, and technical assistance to providers implementing the Idaho WInS high-fidelity model of Wraparound. This model serves youth and their families facing significant behavioral health needs.
IWInS ensures fidelity to the National Wraparound Initiative (NWI) model through standardized fidelity tools and quality monitoring; it establishes Idaho-specific coaching models and standards of practice tailored to the state's requirements. IWInS reports outcomes from quality reviews to families, system partners, and stakeholders ensuring high-quality Wraparound services for youth and families in need of behavioral health support.

If your child is already enrolled in Medicaid, contact Magellan Health at 1-877-202-0973 to obtain a list of community based Wraparound Care Coordinators and/or Parenting with Love and Limits facilitators.
If it has been determined that your child does not qualify for Medicaid under the standard income limits, there are different paths to receiving Wraparound services. All of these paths depend on whether the child or youth has been identified as having a serious emotional disturbance (SED). Children with a SED are eligible for Medicaid at a higher income level. Follow the steps below to determine how to get help.
*Serious emotional disturbance (SED) refers to when youth under the age of 18 have both a behavioral health diagnosis and a functional impairment as identified by the Child and Adolescent Needs and Strengths (CANS) functional assessment tool.
If your child is not already Medicaid eligible, contact Liberty Healthcare at 1-877-305-3469 to schedule an assessment to determine YES eligibility
Liberty Healthcare will complete an assessment to confirm that your child has a serious emotional disturbance (SED). Liberty will contact you once the assessment is complete to discuss results and next steps.
Submit an application for Medicaid online at https://idaholink.idaho.gov or by calling self-Reliance at 1-877-456-1233. Families whose income exceeds traditional eligibility limits should provide their YES eligibility letter from Liberty Healthcare to the assessor. You will receive a Medicaid eligibility determination letter within five business days of completing your application.
If you qualify for Medicaid, contact Magellan Health at 1-877-202-0973 to obtain a list of community based Wraparound Care Coordinators and/or Parenting with Love and Limits facilitators.
If your Child is determined to not be eligible under the YES income limits (185-300% of the federal poverty line) contact the Center of Excellence within the Division of Behavioral Health at 1-208-590-8592 to initiate the referral process for Wraparound Care Coordination and/or Parenting with Love and Limits.
Please have both your YES eligibility letter from Liberty Healthcare and Medicaid denial letter available if possible to assist with expediting your referral.
